Land use on the fringe of a growing town rarely changes for one reason. Rising land value, population growth and a new transport link each push farmland towards housing, but the geographical characteristics of the area and its region, such as flat land close to the town or a steep hillside further out, set how costly each parcel is to convert. Whether the push becomes change then depends on people: landholders who sell, developers and agencies that build, and the councils and state planners whose strategy either releases land or draws a boundary that holds farmland in place.
